Mr. Ofer Peleg is the first Minister of Finance and Economic Affairs of the Israeli embassy in Beijing. He was recently sent to Beijing on behalf of the Ministry of Finance to lead a newly established and permanent financial and economic delegate.
Mr. Peleg holds a master’s degree (MBA) in Business Administration, majoring in Finance and a Bachelor’s degree (BA) in Economics, both from the Hebrew University in Jerusalem.
Mr. Peleg served 16 years in numerous senior positions in the Ministry of Finance, both in the Accountant General Department and in the Capital Market, Insurance and Savings Department as CFO of the Ministry of Transport, CFO of the Water and Sewage Authority, CFO of the ARO (the largest Agriculture Research Organization in Israel) and Head of the Domestic Debt Department in the Government Debt Management Unit.
Mr. Peleg has participated in various committees in the Transport, Agriculture and Water sectors, including many PPP projects (roads, light rail and desalination).

Tzahi Malach holds a B.A. and M.B.A. in Business Managements from the Hebrew University in Jerusalem.

Nimrod Etzioni holds a B.A. in Economics and Management from the Open University and a M.A. in Financial Economics from the Hebrew University in Jerusalem.

Ms. Fu Jing was recently appointed as the Director of Foreign Government Finance Division.
Ms. Fu Jing holds a master’s degree in Accounting. She served 22 years in some positions in the Ministry of Finance, both in the International Department and the Department of International Economic & Financial Cooperation. From 2009 to 2011, she was the advisor of the PRC’s Executive Director Office in the World Bank in Washington.

Mr. Eyal Shimoni was appointed by the board as the Chief Representative when the bank decided to open the represenattive office in China in 2011. Mr. Shimoni heads the representative office and manages all the activities of Bank Leumi in China. Prior to that, Mr. Shimoni held numerous positions in Leumi Group including vice president for stategu and business development at Leumi Card, CEO at Leumi Check, and countryside sales manager at Leumi Card. Before joining Leumi Group, Mr. Shimoni had worked for Teleclal as the vice president of marketing and sales.

Mri. Shimoni holds a B.A. of Economics from The Tel Aviv College of Management and a MBA from the University of Manchester. Mr. Shimoni studied Chinese from Fudan University after coming to China, can speak Hebrew, English, Arabic and Chinese.

Mr Chen has started to work for CEXIM Bank since 2006. For the last decade he has held the role of Deputy General Manager of Onlending Department.
